Why is the file still rejected?
This tool uses 1,024 bytes per KB and 1,024 KB per MB; a portal may use 1,000-based units. Leave margin, for example 2.7 MB instead of 3 MB. Check the actual file bytes and accepted file format. Also check whether the portal requires PDF/A or an unencrypted PDF.
What helps with a file that remains too large?
Remove only unnecessary PDF pages. Split the document into multiple PDFs only if the recipient accepts multiple files. Then check every page for readability.
