Why is my PDF not getting smaller?

Is the PDF already optimized?
Many PDFs already compress images and internal data. Another pass may not help and can even increase size. ShrinkBeam compression keeps the original when the attempted output offers no useful reduction. This does not indicate a failed upload: processing happens locally.
Why do scans need more space?
A scanned page is often a large image. More pages, resolution and fine color gradients increase data volume. Plain text usually needs less space, while existing image compression limits further savings. Check whether every page and color is necessary before changing quality.
Why can rasterization enlarge some PDFs?
Rasterization replaces compact text and vector objects with pixel images. Small text documents can then use more bytes even with reduced JPEG quality. Try smart optimization first for such documents. Metadata cleaning serves a different purpose and is not a general substitute for size optimization.
What can I do next?
Compare actual bytes rather than a rounded MB display. Remove permitted unnecessary pages or split long documents. A new source or smaller scan may be more useful for a strict limit. Avoid repeatedly compressing a lossy copy because details can degrade further. An unreachable target is not reported as reached.
